Government AI Data Residency, Artifact by Artifact
Keeping a database in-country is no longer the whole residency question. An AI agent creates prompts, outputs, embeddings, working memory, logs and inference traffic — each one a copy or derivative of government data. Xyner AI lets agencies keep all six inside the jurisdiction they choose, from an in-country VPC to a fully air-gapped installation, with evidence a tender panel can verify.
What is government AI data residency?
Government AI data residency is the assurance that every piece of information an AI system stores, derives or processes on behalf of an agency remains inside an approved jurisdiction and infrastructure boundary. For agentic AI that goes beyond source records: it includes the text sent to and returned by language models, vector embeddings, agent memory, audit logs and the compute where inference runs. Residency holds only when all of them stay in scope.
Most residency policies were written for applications that store data in one place. Agents behave differently. A single case-preparation run may read a record, chunk an attached document into an embedding index, send passages to a model, keep intermediate notes in memory and write a detailed trace. If any one of those lands in an out-of-jurisdiction service, the agency has exported government data, even though the system of record never moved.
Residency also does not change who decides. Agents assemble, verify and route material under approval gates; officials make every determination. What residency governs is where the material those officials rely on physically lives. This page belongs to the secure agentic AI for government cluster, and the cross-industry treatment is on agentic AI data residency.
The six residency artifacts an AI agent creates
Map each one before a pilot starts. Each has its own storage location, its own retention rule and its own way of leaking.
| Artifact | Where it is created | How it can leave the jurisdiction | How Xyner keeps it in-country |
|---|---|---|---|
| 1. Source data | Case systems, registries, document repositories | Copied into an external SaaS tool for processing | Agents read in place through connectors deployed inside the boundary |
| 2. Prompts & outputs | Every call to a language model | Sent to a model endpoint hosted elsewhere | Routing rules restrict data classes to in-country or private models |
| 3. Embeddings | Indexing of documents for retrieval | Vector store hosted by a third party abroad | Vector indexes run on agency-designated infrastructure |
| 4. Agent memory | Case context kept across steps and sessions | Memory service outside the deployment | Memory stores live in the same data plane as execution |
| 5. Logs & traces | Audit, telemetry and debugging output | Shipped to an external monitoring service | Audit and telemetry stored in-boundary; export only by agency choice |
| 6. Inference compute | The hardware running the model | Model served from an out-of-country region | Models hosted in-country, on-premise or air-gapped |
A residency answer that covers only rows 1 and 5 is the most common gap in AI tenders. Ask suppliers to address all six in writing.
Why residency is harder for agentic AI
Five reasons the residency review for agents takes longer than for a conventional application.
Derived data is still government data
An embedding or a model summary of a case file is derived from personal and official information. National data-protection and residency frameworks rarely exempt derivatives, so agencies should treat them as in scope by default.
Model calls are outbound transfers
Every prompt is a transmission of content to wherever the model runs. A hosted model in another region turns routine processing into a cross-border transfer each time an agent works.
Debug and telemetry paths are easy to miss
Tracing tools and error reporting are often configured late, by engineers, with default endpoints. They can carry full prompt text outside the boundary unnoticed.
Memory persists
Agent memory exists to carry context forward. That makes it a long-lived store needing its own location, access rules and place on records-retention schedules.
Operators can be a residency issue
Who can administer the platform, and from where, matters as much as where disks sit. Residency reviews increasingly cover operator access as well as storage.
In-country postures, from cloud region to air gap
Choose the posture by data classification. Agent definitions move unchanged between them.
In-country region or dedicated VPC
All six artifacts stay in a dedicated VPC inside an in-country cloud region. Model calls route only to endpoints hosted in the same jurisdiction, or to private models deployed in the VPC.
Managed control plane, in-country data plane
Xyner manages orchestration and upgrades; source data, prompts, embeddings, memory, logs and inference remain in the agency’s data plane. Only operational metadata crosses, and its scope is documented.
On-premise, sovereign cloud or air-gapped
The whole stack, including model serving, runs on agency hardware or sovereign infrastructure. In air-gapped form nothing crosses at all — updates arrive by controlled media. This is the posture for the most sensitive government workloads.
Compare postures in detail on sovereign AI for government, on-premise agentic AI for government and the boundary inventory on government private AI platform.
Platform capabilities that enforce residency
Residency is enforced by configuration the platform checks, not by a policy document alone.
Boundary declaration
Each deployment declares its jurisdiction; components refuse endpoints outside it.
Model routing by data class
Sensitive classes are pinned to in-country or private models from 12+ LLM families.
In-boundary vector stores
Embedding indexes deployed alongside execution, never on a shared external service.
Scoped agent memory
Memory partitioned per workflow and stored in the same data plane as the agent.
Local audit store
Traces and approvals written to agency-held storage with configurable retention.
Egress visibility
Every outbound call an agent makes is logged with destination, so residency can be checked from evidence.
Operator access control
Administrative roles restricted by RBAC, with operator actions in the same audit stream.
Residency evidence pack
Architecture, data-flow and configuration records assembled for review boards and tender responses.
Residency-sensitive government workflows
Problem → agent action inside the boundary → outcome, with systems and approval points named.
Benefit application files
Applications include identity documents, income records and family details → agents extract and verify in place, index attachments in an in-boundary vector store and send passages only to an in-country model; the assembled file lands in the case system → case officers decide eligibility on a file whose every derivative stayed in-country
Tax-return document processing
Supporting documents are high-volume and sensitive → agents classify and extract figures inside the agency data plane, flag anomalies against ledger data in the ERP and record each step in the local audit store → tax officers review flags and decide assessments; no document text leaves the jurisdiction
Health-related case administration
Administrative case files contain special-category information → agents run on private models in an on-premise deployment, prepare summaries for the case system and hold memory only for the case duration → officials review every summary; memory is purged according to the records-retention schedule
Inter-agency data requests
Requests between entities can cross jurisdictional or classification lines → agents check the request against the data-sharing agreement, extract only permitted fields from the document repository and route the package for a data-protection officer’s approval → transfers happen only after sign-off, with the payload recorded
Contact-centre transcripts
Call transcripts accumulate personal information quickly → agents summarise calls into the CRM using an in-country model, redact identifiers before indexing and keep transcripts in agency storage → supervisors sample summaries; transcript retention follows the agency schedule
Procurement submissions
Supplier bids contain commercially sensitive material → agents index submissions in an isolated in-boundary store, check completeness against published criteria and prepare scoring summaries for the panel → evaluation committees decide awards; bid content never reaches an external service
Records digitisation
Scanned archives must be made searchable without exporting them → agents run extraction on local inference hardware, attach metadata in the records repository and log each batch → records officers approve classifications; the archive stays where it is held
Policy and legal research
Officers want summarised guidance across internal circulars → agents retrieve from the internal knowledge base and answer with citations using a private model → officers verify cited sources before relying on any answer
Integrations that stay inside the boundary
Connectors run in the agency data plane, so reaching a system never means copying it out.
Service portals & CRM
Requests and correspondence read where they are held; summaries written back in place.
Case & workflow systems
Case files assembled inside the case platform rather than in an external workspace.
ERP & finance systems
Ledger, payment and receivable data queried by in-boundary connectors for SAP, Oracle and Microsoft estates.
Document repositories & records
Indexing and extraction performed on infrastructure next to the repository.
Email & correspondence
Mailbox processing inside the agency tenancy; drafts saved, never auto-sent.
APIs & registries
Registry lookups through REST or SOAP APIs within government networks, each call logged.
Of the 1,000+ pre-built integrations, those that call external services are disabled by default in sovereign and air-gapped postures; each one enabled is recorded in the residency evidence pack.
The residency assurance lifecycle
Residency is assured at design time, enforced at runtime and evidenced continuously.
1. Inventory artifacts
List every data artifact each agent will create, using the six-artifact model.
2. Classify and assign
Assign data classes and the jurisdiction each class must stay within.
3. Configure the posture
Select deployment model, model hosting and storage locations to match.
4. Verify the flows
Test that no artifact reaches an endpoint outside the declared boundary.
5. Obtain residency sign-off
Data-protection and security officers approve the evidence pack.
6. Monitor egress
Review outbound-call logs and configuration drift on a fixed schedule.
A tender checklist: what to require on residency
Use these rows in procurement documents to separate complete residency answers from partial ones.
| Tender question | Insufficient answer | Partial answer | What to require |
|---|---|---|---|
| Where is source data processed? | “In the cloud” | In-country storage, processing unspecified | Read in place by in-boundary connectors |
| Where do model calls go? | Supplier’s preferred model API | Regional endpoint, region not fixed | Named in-country or private model endpoints per data class |
| Where are embeddings stored? | Not addressed | Managed vector service | In-boundary vector store on designated infrastructure |
| Where is agent memory held? | Not addressed | Inside the application | Same data plane, with retention aligned to schedules |
| Where do logs and traces go? | Supplier monitoring tools | Agency storage, telemetry exported | All audit and telemetry in-boundary unless the agency exports |
| Who can operate the platform, from where? | Supplier support staff | Named roles, location unclear | RBAC-bound operator roles, actions logged in-boundary |
| Can it run without internet access? | No | Partially, with external models | Full air-gapped operation with local models |
| What evidence is provided? | Marketing statements | Generic certifications | Data-flow diagrams, configuration records, SOC 2 Type II and ISO 27001 |

Frequently asked questions — government AI data residency
What data-protection officers, CIOs and procurement teams ask.
What does data residency mean for government AI?
It means every artifact an AI system stores, derives or processes for an agency stays within an approved jurisdiction and infrastructure boundary: source data, prompts and outputs, embeddings, agent memory, logs and the compute running the model.
Which AI artifacts are most often overlooked in residency reviews?
Embeddings, agent memory, telemetry and the location of model inference. Reviews often confirm where the database sits but not where prompts are processed or where traces are shipped.
Are embeddings considered government data?
Agencies should treat them as such. Embeddings are derived from the documents they index and may allow content to be inferred, so they belong inside the same boundary as the source material.
Can Xyner AI run language models inside our country?
Yes. Routing rules can restrict each data class to in-country model endpoints or to private models deployed in the agency’s own environment, chosen from 12+ LLM families.
Can the platform operate fully air-gapped?
Yes. In an air-gapped deployment the entire stack, including model serving, runs on agency infrastructure with no external connectivity; updates are delivered through controlled channels.
What crosses the boundary in the hybrid model?
Only operational metadata needed for orchestration and upgrades. Source data, prompts, outputs, embeddings, memory, logs and inference remain in the agency data plane, and the scope of what crosses is documented.
Does data residency change who makes decisions?
No. Agents assemble, verify and route material under approval gates, and officials make every determination. Residency governs where that material is held and processed.
How should residency appear in an AI tender?
Ask suppliers to state, for each of the six artifacts, where it is created, stored and processed, who can access it and how that is evidenced, and whether the platform can run without external connectivity.
How is agent memory handled for residency and retention?
Memory is stored in the same data plane as execution, partitioned per workflow, and can be aligned with records-retention schedules so case context is not kept longer than permitted.
What evidence does Xyner provide for a residency review?
Data-flow diagrams, deployment configuration records, logs of outbound calls, and platform certifications including SOC 2 Type II and ISO 27001, assembled for review boards.
Can different workloads use different residency postures?
Yes. An agency can run lower-sensitivity workflows in an in-country VPC and sensitive ones on-premise or air-gapped, using the same agent definitions and governance model.
Does Xyner have regional presence?
Xyner has offices in New York, Chennai, Dubai, Riyadh, Singapore and Manama, and supports in-country, sovereign and air-gapped deployments operated within the agency’s jurisdiction.
